Colomb was born in Onchan, Isle of Man, the son of General George Thomas Colomb, and was the younger brother of British Vice-Admiral Philip Howard Colomb. After being variously employed with the Navy, Army, Militia and Volunteers he retired in 1869 with the rank of captain.
