Excellent hat. I don’t know much about it but google tells me it’s from the late 1940’s/early 1950’s. British Civil Defence Corps. Cold War. I think the badge is glued on as I can’t see stitches on the inner part of the hat. Please see pictures. It may be the case that the badge has been glued onto the hat at a later date.
