This appears to be a small vintage petrol/naphtha lighter, probably from the 1930s–1950s era. The rectangular brass body and exposed flint wheel are typical of early European “lift-arm” or semi-automatic pocket lighters. I can’t identify the exact brand as it is missing the lid and I am unable to remove the insert from the case. this doesn't work but would be great if you want to try and fix this.
