It's old, it's a bit on the tatty side, see the pictures this is not new, the only huge damage is a split starting on the top of the thinner sideand some plastic chipping in places, 1999 pokemon ring binder, it's not in perfect condition but could suit a collector who likes stuff a bit more used, perfect for that psa 1 collection type of set, signs of age, use and being a binder that was loved.
