It relates to Cecil William Norton (23.6.1850 -7. 6.1930 ), who at the time was ranked Cornet with the 5th Lancers . Later rose to Rank of Captain with 5th Lancers . Cecil , Member of Parliament Newington West ( Liberal ) Elected in 1892 , he held the seat until 1916. He was Junior Lord of the Treasury 1905-1910 and Assistant Postmaster General 1910-1916 .
