This is a Soviet Jubilee Medal "Forty Years of Victory in the Great Patriotic War 1941–1945" . It is a 32mm circular brass medal instituted in 1985 to commemorate the 40th anniversary of the end of World War II . The brass loop that combines the two pieces is missing.
