SCROOGE MCDUCK. This was an animated TV special by Walt Disney that aired on NBC in May of 1987. These appear around the 8:50 mark where Scrooge is on the ground saying "They Don't Play Fair" referring to the Beagle Boys - see screen cap from scene above.
