He served as Chief of the Space Shuttle Astronaut Office from 1997 to 1998. He served one year as Director of Operations, Russia, in Star City, Russia. He served as the liaison between the Space Shuttle Astronaut Office and the training organization at the Gagarin Cosmonaut Training Center in Star City.
