A French light rise and fall pulley, most likely Edwardian . Nice decoration on the brass fittings, very ornate. Obviously some crazing from age, as expected, the small screw on the side - also porcelain - unscrews easily for you add or reduce the weight inside ( currently with shot inside, top up with sand etc if needed or simply tip out ) which controls the tension / balance on the cord / light fitting.
