Ww2 German M35 Beaded Helmet Re Issue Luftwaffe

its hard to see on the pics but you can see luftwaffe blue paint under the green re issued paint. I assume this was issued post war to a fire brigade unit I have seen the red numbers very similar on other helmets but i haven't found the reason yet?
