This helemt is clearly named to a A.L Bloom, who worked on The London and Eastern Railways. The owner lived in Lenwade , which is in the parish of Great Witchingham , in Norfolk. The liner is 1940 dated and a BMB example , size 7. The shell date also appears to be 1940, but it is quite faint. My opinion on the paint finish is that it is probably a later 1950's addition. This helmet is on sale here exactly, as found. Nothing has been touched or cleaned whatsoever.
